Job Description

The SingHealth Duke-NUS Global Health Institute (SDGHI) is an enabling platform for global health activities across the SingHealth Duke-NUS Academic Medical Centre (AMC). The Institute aims to address current and emerging health challenges across ASEAN member states and in other Asian countries. Working in collaboration with partners, SDGHI seeks to tackle prevalent health challenges, strengthen health systems and better insulate countries from pandemics and disease threats.

 

The Duke-NUS Centre for Outbreak Preparedness (COP) was launched in June 2022, with a vision to advance and enhance regional health security across Asia. COP hosts the secretariat for the Asia Pathogen Genomics Initiative (“Asia PGI”) which acts as a regional coordination and capacity development platform supporting 14 countries across South and Southeast Asia. Asia PGI aims to accelerate the application of pathogen genomic sequencing to enhance outbreak preparedness and response capacity across this region. 

 

We are recruiting a Senior Manager to work with the Heads of Department, and the Administration Lead of SDGHI and COP, to oversee the business related functions, ensuring that the programmes and initiatives under both COP and SDGHI are accomplished in an effective and efficient manner, while adhering to the legislative, policy and procedural guidelines.

 

The selected candidate will be expected to work collaboratively across functional departments at Duke-NUS Medical School and SingHealth, and with key internal and external stakeholders. The incumbent should ideally be comfortable working in a matrixed team and be ready to work in a fast-moving, fast-changing and dynamic environment. The responsibilities of the role are to:

  • Manage finance, budget, manpower, records, grant administration and policy interpretation processes to ensure smooth operations.
  • Prepare quarterly financial reports, analysis and budget projections for Head of Department and Programme Leads.
  • Oversee the financial and compliance aspects of the multiple programmes and Cores under SDGHI, monitoring its progress and ensuring successful implementation.
  • Work with leadership and relevant departments in Duke-NUS on Risk, Business Continuity Management (BCM) and Strategy.
  • Prepare papers and reports for Governing Board, ensuring proper documentation of variances and seeking approvals where necessary.
  • Lead and coordinate work of designated staff on supporting business functions.
  • Ensure compliance and governance in the administrative processes of both SDGHI and COP. 
  • Perform other related duties incidental to the work therein or as assigned by the supervisor.

Qualifications

  • Bachelor’s or Master’s Degree in Business, Accountancy/Finance, Social Sciences or other related disciplines. 
  • Minimum 8 years of relevant work experience, of which at least 3 years are in an administrative/HR/finance-related role in cross-functional teams, preferably in academia.
  • Prior experience working with institutions in low and middle income countries, preferably in Asia, would be advantageous.
  • Familiarity with SAP/HANA or similar financial systems would be advantageous.
  • Possess a good command of written English.
  • Demonstrated ability to interact and work with stakeholders and team members across various functions and levels in the organisation.
  • Competent in applying general personnel practices, accounting and budgeting principles and coordination of major administrative functions.
  • A highly motivated individual who is able to work independently in a fast-paced multidisciplinary setting with strong organisational and management skills.
