Duke-NUS Medical School (Duke-NUS) was established through a landmark collaboration between two world-class institutions; Duke University and National University of Singapore, with the objective of providing innovative education and impactful research that enhance the practice of medicine in Singapore and beyond.

 

 

The Centre of Regulatory Excellence (CoRE) was established at Duke-NUS in 2014 with the mission of establishing regional platforms and networks to grow competencies, build capacity and promote thought leadership in regulatory science and health policy. CoRE offers a strong education portfolio to strengthen capacity and capability in health product regulation spanning pharmaceutical and medical devices among industry and regulators. CoRE promotes regulatory thought leadership and policy innovation as well as regulatory systems strengthening. CoRE is expanding its health regulation scope through a project with Singapore’s Ministry of Health (MOH) to conduct policy research and horizon scanning in health services and promote collaboration with Asia-Pacific health service regulators.

 

 

CoRE is recruiting a Senior Manager/Associate Director to co-lead the health regulation team. This team prepares well-researched, comprehensive topic reports in health services regulation, and conducts horizon scanning for trending areas such as digital health, AI and advanced therapeutics regulation. In addition, the team organises regional Asia-Pacific conferences and seminars and supports international advisory panel meetings.  The selected candidate will liaise with MOH’s Health Regulation Group and guide the academic members of the team in the project management and execution of planning, researching and preparing topic reports and help ensure the quality of final reports.  The candidate will also work with CoRE’s management to oversee the organisation and running of regional meetings and events that form part of the project scope.

The detailed job scope includes but is not limited to the following: -

  • Co-lead the team to effectively guide and manage the project’s deliverables, ensure efficient working of the team, and lead partner and stakeholder engagement.
  • Ensure effective collaboration with MOH, relevant stakeholders, and other arms of CoRE in meeting the project’s deliverables.
  • Co-lead the team to organise and/or contribute to the organisation of activities including conferences, roundtables, focus group discussions, and seminars/webinars.
  • Co-lead the team to support MOH in effective organisation of international advisory panel meetings, including preparation of pre-meeting reports and presentations, and post-meeting reports and recommendations for follow up.
  • Provide guidance on the scope and details for horizon scanning, and production and review of regular high quality reports in a timely manner.
  • Provide guidance and oversight to identify and research new regulatory policies, best practices and benchmarks for topics identified with MOH.
  • Identify and collaborate with stakeholders locally and internationally as relevant to the reports, conferences, seminars and advisory panel meetings.
  • Perform other related management duties, including coordination with and support of CoRE’s wider initiatives and activities.

Qualifications

  • Master’s Degree or relevant educational qualifications.
  • Background in medical or health-related fields, public health, business administration or science with minimum of 8 to 10 years of relevant work experience in public policy or healthcare, with at least 4 years in a managerial role.
  • Prior work experience in public sector will be advantageous.
  • Possess a strong interest and desire to work on health regulation and policy.
  • Demonstrated ability to manage multiple projects efficiently.
  • Knowledge and experience working with health care regulation in Singapore and globally will be advantageous.
  • Experience with domains such as health services, cell & gene therapies and associated services, digital health and health data usage & governance will be advantageous.
  • Possess strong interpersonal skills, comfortable working with a wide variety of stakeholders excellent writing and presentation skills, and strong interpersonal and communication skills.
  • Able to handle ambiguity well and remain flexible in a quick changing environment.
  • Possess strong organisational capabilities with the ability to work flexibly and independently.
