Assistant Manager (Procurement)

Job Description

The Procurement Assistant Manager will partner and support the departments in NUS to manage a full spectrum of procurement activities.

Duties & Responsibilities

• Provide end-to-end support, advice and training on procurement policy, procedures and system.
• Sourcing for General Goods and Services (GGS) category.
• Administer quotation and tender processes and review procurement documents as per University Procurement Policy and Procedures.
• Participate in the evaluation of bids and conduct negotiations to ensure value for money.
• Verify that bids are evaluated fairly, prepare recommendation reports for approval and award the bids in consultation with users.
• Perform procurement transactions in NUS’ e-procurement portal (i.e. publication, bid download, award, PO creation, goods receipt) to meet Service Level Agreement.
• Point of contact between users and other specialist departments.
• Develop a sound supplier network, manage supplier relationships and contracts.
• Identify opportunity to streamline procurement processes and improvements.
• Regular reporting of procurement performance and spend analysis.

Qualifications

• Degree in any field
• At least 4 years of relevant procurement experience
• Good interpersonal, communication and people management skills
• Results oriented, strong attention to detail and time management skills
• Demonstrates commitment to teamwork with good analytical and project management skills
• Experience as a change agent in an organisation
• Familiar with e-procurement and ERP systems
• Proficient in Microsoft Office
