Job Description

HR Communication and Employee Relations

  • Partners with management to communicate HR policies, procedures, programs and laws
  • Manages the Employee Engagement Survey to measure employee satisfaction and engagement
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation
  • Assists with the development of engagement activities and monitors the spending of staff welfare fund
  • Coaches and trains reporting officers in their communication, feedback, recognition, and interaction responsibilities with the employees who report to them
  • Conducts investigations when employee complaints or concerns are brought forth
  • Monitors and advises managers and supervisors in the progressive discipline system of the company.  Monitors the implementation of a performance improvement process with non-performing employees
  • Reviews, guides, and approves management recommendations for employment terminations
  • Reviews employee appeals through the company complaint procedure
  • Manages and conduct Townhall meetings including coordinating meetings and presentation materials
  • Manages internal communications channels for HR matters and maintenance of the HR sections of company website, particularly announcement, recruiting, employee intranet, newsletters and so forth
  • Oversees the development of HR newsletters, annual reports, staff handbook and so forth

Training and Development

  • Establishes an in-house employee training system that addresses Faculty’s training needs including training needs assessment, orientation and the measurement of training impact
  • Assists HR Lead with the selection and contracting of external training programs and trainers/consultants
  • Assists with the development of and monitors the spending of the corporate training budget
  • Designs, directs, and manages a Faculty-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, and change management
  • Maintains employee training records
  • Assists HR Lead in the implementation and follow-up of key plans such as talent management, scholarship scheme, career progression, staff awards and so forth

HR Admin and Operations

  • Assists HR Lead in manpower planning though monitoring and analysing of Faculty’s manpower movement, attrition trends, manpower norms, etc to meet list short and long term needs
  • Oversees HR operations eg timely processing of appointment, confirmation, work pass, contract renewal, retirement and other types of cessation

Performs any other ad-hoc duties as assigned by HR Lead


  • Minimum of a Bachelor’s degree or equivalent in Human Resources, Business or Organization Development
  • A minimum of 3 years of progressive leadership experience in HR positions
  • Ability to maintain the highly confidential nature of HR work
  • Strong sense of responsibility, good service awareness and communication skills
  • Self-motivated individual who is meticulous and organised
  • Ability to multitask and prioritize in the middle of stressful situations
  • Able to start immediately will be an advantage
