Job Scope

Reporting to the Director, Frontline Enablement, at the Development Office in NUS, the individual is responsible for advising, planning and implementing technological solutions to aid the meeting of business targets and growth. The incumbent will work with internal software development staff and vendors in the development, continuous enhancement and operational support of software solutions using a variety of technologies, possibly including the consolidation and support of cross-department IT systems.

The role will lead solution development best practice including using contemporary rapid applications development methodologies such as iterative and agile software development. The incumbent will be responsible for working with business partners to evaluate digital concepts, opportunities and vendors to assess their value and how they best fit into the existing ecosystem of solutions. This will include developing strategies, programs and solutions based on business priorities, stakeholder insights and industry trends that support digital strategy.


Duties & Responsibilities:


  • Work with business partners and foster multidisciplinary collaboration to both create business cases and ensure the deployment of solutions that engage target populations and address market needs.
  • Lead and set policy and standards for solution development projects for Web-based, Mobile and other software solutions across shared service domains.
  • Identify, propose and initiate software process improvement activities within the department, ensuring that they have a measurable effect on cost efficiency and process effectiveness, with associated benefits to the business.
  • Manage the Digital Solutions budget, forecast and actuals – including utilisation, rate card management, non-people costs and recharge arrangements.
  • Be responsible for the support oversight of the implementation of System of Connectivity & Engagement (SoCE) architectural, technology, security and documentation standards and requirements.
  • Identify and manage the resources necessary for all stages (planning, estimation, execution) of solution development projects, ensuring that technical, financial and quality targets are met.
  • Monitor and report on the progress of development projects, ensuring that projects are carried out in accordance with agreed standards, methods and procedures (including secure software development).
  • Take responsibility for investigative work to determine business requirements and specify effective business processes, through improvements in information systems, information management, practices, procedures, and organisation change.
  • Manage the procurement, selection, onboarding and reporting/reviewing when working with technology partners for team augmentation or outsourcing.
  • Lead the promotion of a customer-focused, innovative IT culture which embraces continuous improvement and effective return on investment.


  • Tertiary qualification in information technology or equivalent.
  • Extensive experience in solution strategy, digital product management, development of digital software products, management of software solution delivery including packaged and bespoke solutions.
  • Strong digital product management background (experience working on Web, AI(Artificial Intelligence), mobile development)
  • High level knowledge to provide leadership across a broad-spectrum of modern software architecture and technologies.
  • Strength of character with confidence and credibility with ability to challenge issues and positively influence their resolution.
  • Demonstrated strong presentation skills, both written and verbal, and the ability to structure and articulate messages effectively to different audiences at all levels.
  • Excellent analytical and problem-solving skills, ensuring that the underlying problem is understood, and a robust approach / solution is developed.
  • Highly established communication and stakeholder management skills across a wide range of stakeholders.
