We are recruiting for a pioneering Executive Director to head our CyberSG Talent, Innovation and Growth (TIG) Collaboration Centre, established in collaboration with the Cyber Security Agency of Singapore (CSA). The Centre serves as a convening platform to integrate and create cybersecurity programmes for industry and talent development in Singapore, and serves as a global node for international cooperation on innovation. It will help build a vibrant cybersecurity ecosystem by bringing together local and international cybersecurity stakeholders, including industry, academia, cybersecurity professionals and government stakeholders to leverage the opportunities posed by digitalisation. As the head of the Centre, the Executive Director is expected to:

1. Strategic Leadership:
• Develop and execute a comprehensive strategic plan for the TIG Collaboration aligned with organizational goals and industry best practices.
• Provide visionary leadership to the team, ensuring the continuous improvement of cybersecurity capabilities and resilience.
• Drive the Centre’s strategic thrusts and lead the team’s efforts to see to the delivery of its scope of work across Talent, Innovation and Growth


2. Operational Oversight:
• Oversee the day-to-day operations of the TIG Centre, ensuring the effective implementation of cybersecurity programmes, policies, and procedures.
• Develop and implement a strategic roadmap for the TIG Collaboration. Ensure and monitor, reporting and analytics, aligned with organizational goals and objectives
• Ensure key performance indicators (KPIs), metrics, and reporting frameworks to effectively measure the performance and impact of cybersecurity services for the TIG collaboration
• Implement best practices to ensure the efficient and smooth operation of the organization.


3. Team Management:
• Recruit, develop, and lead a highly skilled and motivated TIG cybersecurity team.
• Foster a collaborative and innovative team culture, promoting professional growth and knowledge sharing.


4. Collaboration and Partnerships:
• Establish and maintain strong collaborative relationships with internal stakeholders, external partners, and relevant industry bodies.
• Act as a liaison between the Cybersecurity Centre and other departments to ensure a cohesive approach to cybersecurity across the organization.
• Engage C-suite and high level executives in the Cybersecurity sector locally and internationally to establish the Centre’s position as a prime collaboration partner in the global Cybersecurity ecosystem
• Foster collaboration and partnerships that contribute to the growth and development of the organisation locally and internationally.


5. Risk Management:
• Conduct risk assessments and develop risk mitigation strategies to protect critical assets and sensitive information.
• Ensure compliance with relevant cybersecurity regulations, standards, and frameworks.
• Be able to lead crisis management efforts during significant cybersecurity events, providing clear communication and strategic direction.

6. Budget & Governance Management:
• Develop and manage the TIG Centre budget, ensuring optimal allocation of resources and cost-effective cybersecurity solutions.
• Provide regular financial reports and forecasts to Council and senior management.
• See to the governance and accountability responsibilities required for the Centre


7. Training and Awareness:
• Develop and implement cybersecurity awareness and training programs for employees, promoting a culture of cybersecurity throughout the organization.
• Stay abreast of the latest cybersecurity trends, technologies, and threats to continually enhance the organization's security posture.
• Proactively identify opportunities for growth and development, staying ahead of industry trends.
• Grow thought leadership for the Centre and Singapore as a global Cybersecurity innovation hub

Qualifications

1. Leadership Skills:
• Strong leadership and management skills, with the ability to inspire and lead a diverse team.
• Excellent decision-making and problem-solving abilities.
• High level of interpersonal skills to interact with leaders at multiple levels and facilitate team building
• Leadership experience in managing programme teams and working with complex stakeholders in driving outcomes
• Excellent network in the Cybersecurity sector locally and internationally
2. Education:
• At least a Masters in Information Security, or a related field. Advanced degree (Ph.D.) is a plus.
3. Experience:
• Proven experience (at least 15 years) in cybersecurity leadership roles, with a track record of success in managing cybersecurity programs and teams.

• Extensive knowledge of cybersecurity frameworks, standards, and best practices.
• Showcase a proven track record in effective organizational administration and management.
• Proven experience in building and maintaining meaningful relationships within the global and local community.
4. Certifications:
• Relevant certifications such as CASP+, CISSP, or CISA are highly desirable.
5. Communication:
• Exceptional communication and interpersonal skills, with the ability to communicate complex cybersecurity concepts to both technical and non-technical stakeholders.
6. Strategic Vision:
• A strategic thinker with the ability to develop and execute a long-term vision for the TIG Centre.
• Possess strong leadership qualities that command respect and trust from key stakeholders.
• Knowledge of current and emerging cyber security risks, and innovative risk management methods
• Demonstrated ability to understand innovative Cybersecurity technologies and their use cases
7. Collaboration:
• Proven ability to collaborate with internal and external stakeholders, fostering a collaborative and cooperative cybersecurity environment.
8. Adaptability:
• Ability to adapt to evolving cybersecurity threats, technologies, and industry trends.
