A unique opportunity is available to join the PIER71 (Port Innovation Ecosystem Reimagined at BLOCK71) initiative, aimed at fostering innovation in the maritime and related industries by attracting talent, facilitating knowledge exchange, attracting startup investments, and accelerating entrepreneurial ventures.

 

We are looking for a dedicated and experienced individual to join our team as a Programme Manager. The ideal candidate should excel in communication and stakeholder management while embodying qualities like determination, resourcefulness, and humility.

 

Programme Management:
• Work closely with the Programme Director and Group Programme Team to identify strategy and execute all Ascend-related activities, including recruitment and selection, in person and virtual curricula, startup showcases, and networking events
• Set-up and supervise pre-programme logistics, source mentors, etc. Own the recruitment and selection process
• Identify sources of innovation, latest technologies, and trends related to start-ups and innovation in Singapore and globally to address identified challenges
• Take the lead in building and developing a scouting network to source for the best-in-class startups locally and internationally for eg.: university labs, accelerator/incubator programmes, commercialization organizations, and economic development agencies
• Set up the process and expert panel to assess the technology proposed by the start-ups and identify high-potential startups
• Scout and engage with startups that may be relevant/complementary to be added into PIER71’s portfolio
• Outline the programme and curriculum and oversee its execution by establishing programme timelines and manage resources and personnel to ensure activities / tasks are on track to meet goals and deadlines
• Manage programme partners to provide local and overseas immersion/expansion programmes
• Identify and onboard industry consultants, experts and mentors that are able to help participants achieve growth in key areas not limited to brand, product, team leadership, markets, etc.
• Oversee the day-to-day activities and create a positive experience for all participants. Ensure the day-to-day programme operations and communications (internal and external) - including (but not limited to) visa, travel, accommodation and expenses research, documentation, and execution, for mentors, invited guests as needed are all running smoothly for the successful implementation of the programme
• Support startups and monitor their performance in the programme. Maintain high engagement with teams who may be based overseas
• Set up effective communication channels, manage mentor sessions and office hours, organize speakers and networking events, etc.
• Manage and navigate relationships with both internal and external stakeholders to track, monitor, and measure timely feedback and sentiment to ensure we not only meet, but exceed expectations
• Ensure programmes are aligned with global standards while adapting for local context, iterating and redesigning them as required while ensuring quality in structure, curriculum, and content
• Maintain necessary records in internal CRM

 

Cross-Functions Involvement:
• Co-lead the local Grand Final by leading, planning, and executing of Grand Final with strong tangible outcomes – with other Programme Managers
• Work with Marketing to drive global awareness around the programme and attract/establish strong relationships with key stakeholders, especially market expansion partners
• Work with Community and Partnerships Manager to source for and liaise with renowned speakers, mentor, investors, industry contacts, etc based on founders’ needs
• Support the Programme Director in reporting programme metrics, preparing budget for programme, etc

 

Qualifications

  • Bachelor's degree with 2-5 years of experience, including time in the startup ecosystem, corporate innovation, or related fields.
  • Prior expertise in incubation and accelerator programs is a plus.
  • Proficiency in navigating regional and global startup landscapes.
  • Demonstrated adaptability and resourcefulness in dynamic environments.
  • Proven ability to collaborate effectively across diverse cultural contexts.
  • Exceptional communication skills in written and spoken English (additional languages are advantageous).
  • A deep passion for entrepreneurship.
  • Experience managing complex projects involving multiple stakeholders.
  • Highly focused, self-driven, and organized with meticulous attention to detail.
  • Proficiency in data analysis, management, and reporting.
