The School of Continuing and Lifelong Education (SCALE), established in 2016 as the National University of Singapore’s (NUS) hub for lifelong learning, is both an academic school and a university-wide platform. As a school, SCALE specialises in multi-disciplinary education transcending conventional domains — bringing together expertise from across NUS' diverse faculties to create integrated learning experiences. Beyond its academic function, SCALE aggregates lifelong learning opportunities from across NUS onto a single platform for alumni, works with industry and government partners to co-create workforce development and transformation programmes, and provides essential central services to catalyse and support lifelong education across the entire university, including grant management, outreach, application management, and guidance in programme innovation and frameworks.
About the Role
To augment our manpower resources in the School, we are looking for a suitably qualified candidate to join our Grant Partnership Unit as Associate Director/Senior Manager (Grant Partnership).
Reporting to Associate Dean (Grant Partnership), the incumbent shall ensure efficiency and effectiveness on the end-to-end activities in grant-funded programmes.
This role is offered on a 3-year renewable contract basis in the first instance, with the prospect of a regular open employment contract thereafter subject to satisfactory job performance during the first 3 years.
Remuneration is based on a 12-month salary structure, with annual variable bonus subject to the incumbent’s performance and the University/School’s prevailing remuneration policies.
The incumbent will be emplaced at an appropriate appointment grade based on his/her individual merits.
Key Duties & Responsibilities
• Drive the activities in grant business partnership and quality management, mainly for programmes funded by the SkillsFuture Singapore (SSG) grant. Grant business partnership involves engaging with internal and external stakeholders, as well as managing grant administration and governance. Quality management covers the full courseware lifecycle, from submission through training delivery (and includes audits and assessments), to ensure quality assurance for Continuing and Education Training (CET) courses.
• Be responsible for the preparations of reports and presentations as required for submission to University and SCALE Management, Government funding agencies, etc.
• Liaise with funding agencies on all matters related to grants received by SCALE.
• Be responsible for claims submission activities, including gathering claim details and ensuring successful submission to funding agencies’ portals, such as the SSG Funding Management System.
• Lead continuous improvement projects to ramp up productivity and operational efficiency.
• Develop, cultivate and promote positive stakeholder engagement practices to continuously improve stakeholders’ experience.
Requirements:
Academic & Professional Certification
• At least a good bachelor’s degree in any discipline from a reputable university
• IT savvy and proficient in MS Office applications
Experience & Attributes:
• At least 8 years of related working experience in the education industry, with a good understanding of the Singapore CET landscape.
• Prior experience managing Government-funded grants, especially SSG grants, would be advantageous.
• Energetic and skilled people manager, adept at leading teams towards achieving common objectives in a fast-paced and challenging work setting.
• Proven leadership skills to inspire, galvanise and engage staff members at all levels and with external stakeholders, functioning effectively in a complex, uncertain and ambiguous environment.
• Excellent interpersonal and communication (verbal & written) skills.
• Results-driven, self-motivated and highly disciplined.
• Strong team player, and able to work collaboratively with various stakeholders to achieve desired outcomes.
• Resilient, resourceful with good problem-solving and critical-thinking skills, and thrives in a fast-paced, results-oriented and ambiguous work environment.
