Job Description
The M&E Specialist is responsible for the operational readiness, safety, and compliance of all mechanical and electrical systems supporting a multi-disciplinary research facility in NUS. The role requires deep technical expertise in infrastructure management, regulatory compliance, and support for laboratory environments.
Key Responsibilities:
1. M&E Systems Management for -
- Electrical Distribution System
- ACMV Systems
- Building Automation and Control Systems
- Plumbing and Sanitary Systems
- Fire Protection Systems
- PA System, Fireman Intercom System, PWD Intercom System and Emergency Call System
- Lift System
- CCTV and Card Access Systems
- AV System
- Car Park Barrier System
2. Preventive & Corrective Maintenance
- Develop and execute maintenance schedules for M&E systems with various term contractors.
- Troubleshoot and resolve M&E breakdowns with minimal disruption to operations.
- Ensure all maintenance and repair works comply with statutory requirements and manufacturer recommendations.
3. Compliance & Safety
- Ensure all M&E systems and relevant works meet local codes and regulations: SCDF, BCA, NEA, EMA, PUB, and MOM.
- Support and coordinate inspections, audits, licence, and permit renewals (e.g., electrical licensing, fire certification, P&FM licensing, lift full load test, water sample testing, Green Mark renewal).
4. Project & Contract Management
- Prepare and manage maintenance contracts for M&E systems.
- Manage M&E aspects of fit-out, expansion, or retrofitting works (e.g., lab renovations, ACMV rebalancing).
- Evaluate, appoint, and supervise M&E contractors and consultants.
- Review M&E designs, drawings, and technical submissions during A&A works.
5. Documentation & Reporting
- Maintain as-built drawings, single-line diagrams, operation manuals, and maintenance records.
- Prepare reports on energy consumption, system performance, and maintenance KPIs.
- Track statutory submission deadlines and permit expirations for all M&E systems.
6. Budgeting & Procurement
- Prepare annual OPEX and CAPEX budgets for M&E systems
- Recommend energy-saving initiatives
Qualifications
Education & Experience:
- Degree or diploma in Mechanical, Electrical, or Building Services Engineering.
- Minimum 7 years of experience in M&E facilities management
- At least 3 to 5 years in a research laboratory / biocontainment facility
Technical & Soft Skills:
- Proficient in BMS and MS Office tools
- Able to interpret M&E drawings and specifications
- Strong understanding of SS standards, Fire Code, Biosafety Guidelines
- Strong problem-solving and emergency response skills
- Detail-oriented with a rigorous approach to safety and compliance
- Effective communication with researchers, regulators, and contractors
- Proactive planner with a strong sense of ownership and operational integrity
Working Conditions:
- On-call availability for after-hours M&E issues or incidents
- Occasional physical inspections in M&E plant rooms, rooftops, ceiling spaces, and labs
- Close coordination with contractors and internal departments for planned maintenance works and rectification works.
