Job Description

The candidate will be responsible for leading a team for project delivery and application support related to the Faculty and Research System business domain. He/she will need to work closely with the user community, external vendors, and other stakeholders to achieve this. The Candidate’s responsibilities are as follows:

Lead the IT team in supporting and managing IT solutions.  Oversee and manage the team resources (including vendor and augment staff) to ensure the optimum project delivery. Understand the business domain, review user requirements, vendor proposals, assess/discuss technical solutions, and ensure that the selected solutions are endorsed for architecture, scalability, security requirements, and compliance.

Provide support on technical matters during implementation to ensure timely rollout of the project(s).  While the individual will grow in-depth business knowledge in the above-mentioned business domain, he/she may be assigned to deliver IT projects in other business domains.

Duties and Responsibilities

Stakeholder Management

  • Manage and work with stakeholders to plan and execute projects.

  • Ensure strategies are aligned with business objectives at the University level.

Programme / Project Management

  • Responsible for the successful delivery of programmes/projects.

  • Manage delivery of programmes/projects to ensure that targets are met, including conducting user requirement analysis, participating in solution design, planning and executing testing, and deploying solutions.

  • Create and/or review project artefacts and deliverables to ensure quality and compliance to NUS guidelines and policies.

  • Manage procurement, including preparation and publishing tender specifications, evaluating and recommending potential solutions and/or vendors, and contract management.

  • Liaise closely with business users and build good rapport.

  • Liaise closely with vendors to ensure successful delivery of products and/or services in accordance with the contract.

  • Manage project team to ensure optimization of manpower resources while maintaining a healthy team morale.

Maintenance and Support

  • Account for the overall successful provision of ongoing application maintenance and support to ensure SLAs are met.

  • Oversee and/or provide maintenance and support of applications, including delivery of enhancements and bug fixes, managing service requests, and troubleshooting problems.

  • Create, update and/or review systems artefacts and deliverables to ensure quality and compliance to NUS guidelines and policies.

  • Manage audit exercises, and ensure audit and security compliance are met.

  • Liaise closely with business users and build good rapport.

  • Work closely with business users in annual IT project planning and enhancement prioritization.

  • Liaise closely with vendors to ensure successful provision of support and maintenance in accordance with the contract.

Qualifications

Degree in Information Technology, Computer Science, Computer Engineering or equivalent. At least 15 years within the IT industry, including 7 years in a technical role, and 7+ years’ experience in project management. At least 10 years in managing IT teams providing support and/or vendor management.

Good grasp of IT technologies, methodologies, architectures, and best practices. Strong business process and analytical skills with the ability to assimilate information quickly and communicate complex requirements and issues clearly and concisely. Strong oral, written, and interpersonal communication skills with the ability to interact and communicate effectively with all levels of management, users, and vendors.

Must be a self-starter and able to work independently with minimum supervision. Must be a good team player, proactive in nature, fast learner, highly organized, and have a positive attitude. Certification in PMP or CITPM will be an added advantage.

Experience in the Higher Education industry is a bonus.
