Job Description

The NUS IT Governance and Strategic Planning (GSP) team shapes the University's technological future by developing strategic IT policies, ensuring secure and compliant operations, and driving impactful IT projects. This role offers the opportunity to contribute directly to the key pillars of GSP's mission, supporting the realisation of NUS IT's vision of a "Borderless University powered by Infinite Technology".

Duties and Responsibilities

An ideal candidate should have the necessary expertise and capabilities for one or more of the following areas (A to D). Given the evolving IT landscape, trends, and technologies, the candidate’s portfolio may also eventually include other initiatives related to governance and strategy beyond the listed areas.

A) Policies & Procedures:
- Develop, implement, and maintain comprehensive IT policies and procedures to ensure compliance and security.
- Conduct regular policy reviews and updates to reflect changing requirements and best practices.
- Provide guidance and support to stakeholders on policy interpretation and application.

B) Audit & Risk Management:
- Coordinate and track IT audits. Provide advice on recommendations and corrective actions.
- Work with stakeholders to manage communication and develop comprehensive audit responses.
- Identify and manage IT risk, so as to maintain the integrity and compliance of IT operations.

C) Project Portfolio Management (PPM):
- Prioritise, plan, and oversee the IT project portfolio to ensure alignment with strategic goals.
- Establish and refine IT PPM processes and methodologies. Provide support and guidance to project teams.
- Communicate portfolio performance to stakeholders by delivering clear and insightful reports on project progress, resource utilisation, and achieved ROI.

D) Project Management:
- Establish and refine the project management framework that covers waterfall and agile methodologies, ensuring clarity in roles & responsibilities, tools, and processes.
- Define and track KPIs related to user satisfaction. Actively seek feedback to evaluate and optimise project delivery.
- Foster a culture of continuous improvement within project teams by conducting post-project reviews, and implementing lessons learned to enhance future project outcomes.

Qualifications and Attributes

An ideal candidate will possess a blend of technical knowledge and business acumen. Here's a breakdown of the key requirements:
- Degree in Business, Information Technology or equivalent.
- Minimally 15 years of working experience, with 10 years of experience in IT governance, project management, or other related fields.
- Good knowledge of Microsoft 365 applications such as Excel, PowerPoint, SharePoint, Power Automate, or data analytics tools e.g. Power BI for statistics reporting.
- Certifications in IT governance frameworks (e.g., COBIT, ITIL) are desirable.
- Strategic thinker with strong analytical and problem-solving skills.
- Proven ability to work independently and prioritise tasks effectively to meet deadlines in a fast-paced environment.
- Strong communication skills with an excellent command of English, both written and verbal.
- Meticulous, resilient, and adaptable. Consistently produces high-quality work.
- Able to establish and maintain constructive relationships with internal and external stakeholders.
- Upholds integrity and professionalism in responsibilities and interactions.
