Job Purpose

The candidate will be responsible to implement the University’s vision for a Smart Campus and will need to work closely with the user community, external vendors, and other stakeholders to achieve this. The Candidate’s responsibilities are as follows: 

•    Lead the IT team in supporting IT / OT solutions for the University Campus Infrastructure (UCI) business unit; examples include Unified Video Management & Analytics, Integrated Operation Centres, Building Management analytics and control. While many initiatives are user driven, Candidate will need to understand the business domain, review user requirements, vendor proposals, assess / discuss technical solutions, and ensure that the selected solutions are endorsed for architecture, scalability, security requirements and compliances. During implementation, he/she will need to provide support on technical matters to ensure timely rollout of the project(s).

•    Perform the role of Solution Architect for IT / OT solutions on Campus, ensuring that any solutions implemented are secure, inter-operable and extensible. 

•    Conceptualize and steer Smart Campus initiatives that integrate OT capabilities with IT Applications and end user experience, to transform and provide the next generation Campus experience for Staff and Students. Areas of opportunities include Door Access, Facility Booking, Visitor Registration, Dining, Pathfinding, Transport & Mobility, Student life.

•    Candidate with the appropriate experience will play an active role in the Next Generation Door Access initiative that leverages on mobile technology and facial recognition for authentication.

As part of his/ her responsibilities, the Candidate will also need to handle Applications Delivery and Operations, these involve systems that may / may not have an OT component.

While the individual will grow in-depth business knowledge in the above-mentioned business domain, he/she may be assigned to deliver IT projects of other business domain.

Job Responsibilities

Stakeholder Management
•    Manage and work with stakeholders to plan and execute Smart Campus projects.
•    Ensure strategies are aligned with business objectives at the Campus level.

Solution Design (IT/OT)
•    Work with network, systems, security teams to develop and formalize the NUS IT/OT architecture.
•    Ensure campus solutions are aligned accordingly.
•    Own and refine the architecture according to new developments and demands.

Programme / Project Management
•    Account for the successful delivery of programme / projects.
•    Manage delivery of programmes / projects to ensure that targets are met. This includes, amongst others, conducting user requirement analysis, participating in solution design, planning and executing testing, deploying solution to ‘live’. 
•    Create and/or review project artefacts and deliverables to ensure quality and NUS guidelines and polices are met.
•    Manage procurement, including preparation and publishing tender specifications, evaluating and recommending potential solutions and/or vendors, contract management. 
•    Liaise closely with business users and builds good rapport.
•    Liaise closely with vendors to ensure successful delivery of products and/or services in accordance to contract. 
•    Manage project team to ensure optimization of manpower resources while maintaining a healthy team morale. 

Maintenance and Support 
•    Account for the overall successful provision of on-going application maintenance and support to ensure SLAs are met.
•    Oversee and/or provides maintenance and support of applications, including amongst others, delivery of enhancements and bug fixes, managing service requests, troubleshooting of problems.
•    Create, update and/or review systems artefacts and deliverables to ensure quality and NUS guidelines and polices are met.
•    Perform systems and data analysis including analysing existing system/program logic difficulties and revising the logic and procedures as necessary. 
•    Handles audit queries, and ensures audit and security compliance are met.
•    Liaise closely with business users and build good rapport.
•    Work closely with business users in annual IT project planning and enhancement prioritization.
•    Liaise closely with vendors to ensure successful provision of support and maintenance in accordance to contract. 

 

Qualifications

•    Degree in Information Technology, Computer Science, Computer Engineering or equivalent
•    At least 15 years within IT industry, inclusive of 7 years in a technical role, and 7+ years’ experience in project management.
•    At least 7 years of hands-on experience with Smart Nation / Campus technologies, such as Biometrics, IOT, Building Management, Door Access, CCTV, Video Analytics, Digital Twin.
•    Strong experience in standard IT Application Delivery (covering implementation and operational support).
•    Hands on, willing to work on details and at a low level. 
•    Strong ability to drive complex, non-standard projects.
•    Good experience with procurement processes.
•    Good grasp of IT technologies, methodologies, architectures, and best practices. 
•    Strong business process and analytical skills with the ability to assimilate information quickly, and communicate complex requirements and issues clearly and concisely.
•    Strong oral, written and interpersonal communication skills with the ability to interact and communicate effectively with all levels of management, users and vendors.
•    Must be a self-starter and able to work independently with minimum supervision.
•    Must be a good team player, proactive in nature, fast learner, highly organized and positive attitude.
•    Certification in PMP or CITPM will be an added advantage. 
•    Experience in Higher Education industry is a bonus.
