Job Description

Role Purpose

This role supports the Vice-Provost (Masters' Programmes and Lifelong Education) in advancing the University's strategic priorities for postgraduate by coursework (PGC) programmes, graduate certificates and lifelong education initiatives. The role provides strategic leadership in policy development, governance, institutional planning and stakeholder engagement to ensure effective implementation of University priorities and regulatory requirements. Working closely with Faculties, Schools and Central Administrative Units, the role drives cross-functional initiatives, provides policy guidance and supports continuous enhancement of postgraduate education and lifelong learning across the University.

 

Key Responsibilities
Policy Development and Governance
•    Lead the development, review and implementation of policies, frameworks and guidelines governing postgraduate by coursework programmes, graduate certificates, and other lifelong education initiatives.
•    Evaluate existing policies and benchmark against leading institutions to identify opportunities for continuous improvement.
•    Provide authoritative advice on policy interpretation and governance matters, balancing regulatory compliance with operational effectiveness.
•    Resolve complex policy and operational issues while ensuring consistency in the application of University policies.

 

Stakeholder Engagement and University Coordination
•    Serve as the primary liaison between the Office of the Provost, Faculties/Schools/Colleges, and Central Administrative Units on postgraduate and lifelong education matters.
•    Build strong partnerships to facilitate effective communication, consultation and implementation of University-wide initiatives.
•    Lead cross-functional projects involving multiple stakeholders and business functions to achieve institutional objectives.
•    Foster collaboration and alignment across the University to support strategic priorities.

 

Strategic Planning, Reporting and Projects
•    Prepare high-quality reports, policy papers, presentations and management information for senior leadership, University committees, Boards and external agencies.
•    Analyse institutional data and provide strategic insights to support evidence-based decision-making.
•    Lead or contribute to strategic initiatives within the postgraduate and lifelong education portfolio.
•    Oversee the administration of selected institution-wide programmes, including scholarship and funding schemes, and initiatives supporting academic integrity and compliance.
•    Manage strategic projects and emerging priorities assigned by senior leadership.

Qualifications

Essential
•    Degree holder with at least 10 years of relevant experience in higher education administration, policy development, programme management or a related field.
•    At least 5 years of people management experience with a proven ability to lead and develop teams.
•    Strong analytical, strategic thinking and policy evaluation skills.
•    Demonstrated experience preparing reports, policy papers and presentations for senior management, committees or external stakeholders.
•    Excellent interpersonal, communication and stakeholder management skills, with the ability to influence and collaborate across a complex organisation.
•    Proven ability to manage multiple priorities, lead cross-functional initiatives and deliver outcomes in a dynamic environment.
•    Sound judgement with the ability to develop practical, balanced solutions to complex policy and operational issues.
Preferred
•    Experience in postgraduate education, lifelong education or continuing education in NUS.
•    Familiarity with higher education governance, policy frameworks and quality assurance.
