About the Role: Where Finance Meets Global Impact
Are you a meticulous finance professional motivated by more than just the bottom line? Do you want your expertise to directly support world-class research and education that shapes public policy and international law in Asia and beyond?
We are seeking a dynamic and versatile Finance Manager to serve as the financial cornerstone for three renowned academic and research entities: the Centre for International Law (CIL), the East Asia Institute (EAI), and the Lee Kuan Yew School of Public Policy (LKYSPP). It is a unique opportunity to be the strategic financial partner to leading scholars and administrators, ensuring the operational excellence and sustainability of their critical work.
You will be the central hub for all financial operations, navigating a complex and stimulating portfolio of grants, donations, and operational budgets. Your work will directly empower groundbreaking research, high-level policy dialogues, and the education of future global leaders.
Reporting to Cluster Finance Lead, the incumbent will be in-charge of the development, analysis, and distribution of management reports. This position ensures accurate and timely financial insights to drive data-informed decision-making, budgeting, and strategic planning. In addition, the incumbent would be in-charge of timely completion of grant claims/audits and to manage other financial operations.
The incumbent will be responsible for the development of the management reporting strategy and contribute to the development of the organization’s strategic goals. In addition to the strategic components, you will be leading the development, analysis, and distribution of management reports for senior leadership and department heads. This position ensures accurate and timely financial insights to drive data-informed decision-making, budgeting, and strategic planning. In addition, the incumbent would be in-charge of timely completion of grant claims/audits and to manage the financial operations at BTC.
Key Responsibilities: Be the Strategic Financial Architect
Financial Planning, Analysis & Reporting:
- Financial Management & Reporting: In-charge the full spectrum of financial activities. Prepare accurate periodic management reports (eg. Quarterly financial review), annual budgets, and forecasts. Deliver clear, insightful financial reports to Directors and stakeholders, translating numbers into actionable intelligence.
- Grant & grant audit Management: Be the expert guide for a diverse portfolio of competitive research grants, government awards, and philanthropic donations. Manage the budget preparation for proposals, ensuring compliance with funder regulations, to meticulous financial reporting and audit facilitation.
- Strategic Business Partnering: Work closely with Centre Directors, Research Fellows, and Programme Managers. Provide financial advice for strategic planning, new initiatives, and resource allocation. Model scenarios to support decision-making.
- Compliance & Process Excellence: Ensure strict adherence to university policies, donor requirements, and statutory regulations. Champion robust internal controls and streamline financial processes to improve efficiency and clarity.
- Financial operations: In-charge of monthly withholding tax filing, journal raising, annual fixed assets verification, bi-monthly balance sheet accounts review, financial system access processing, WBS creation and closures etc.
Qualifications
Qualifications & Experience:
- A recognized degree in Accountancy, Finance, or a related field. Professional qualifications (CPA, CA, ACCA) are highly advantageous.
- Minimum of 5+ years of progressive finance experience
- Strong familiarity with financial reporting systems (experience with S4Hana, Jedox & PowerBI) and advanced proficiency in Microsoft Excel.
- Excellent command of English, with superb written and verbal communication skills
