Position Overview

We are seeking an experienced and technically skilled professional to lead data infrastructure, governance, and enablement effort with Central FP&A. Reporting to Senior Associate Director at Office of Finance, this role will serve as the bridge between Finance, IT, and system vendors — ensuring robust data integration, system stability, and strong data governance practices.

The person will also play a key role in FP&A system implementation and post-go-live operations, and champion excellence in data integrity, system integration, and governance. This role is critical in enhancing our FP&A capabilities and requires deep technical expertise, strong collaboration skills, and a passion for enabling reliable, secure financial planning through well-managed systems and data insights.

Key Responsibilities:
1. Lead FP&A Systems Management:
a) Drive the implementation, enhancement, and ongoing maintenance of FP&A systems, reporting dashboards, and data lake infrastructure to support agile financial decision-making.
b) Act as the technical workstream lead for the FP&A system implementation, representing Finance in all integration and system matters.
c) Translate business needs into technical requirements and ensure successful execution with IT and external vendors.
d) Lead system testing cycles (integration, UAT) and coordinate cutover and go-live planning from a data/system readiness perspective.
e) Oversee the documentation of system architecture, data flows, and configuration.
f) Design, build, and maintain intuitive, scalable FP&A reporting dashboards and visualizations (e.g., Power BI) to deliver timely, actionable financial insights to stakeholders.

2. Post-Go-Live Operations:

a) Ensure stability and continuous improvement of the FP&A system, including updates, change requests, and user support.
b) Handle day-to-day operations, issue resolution, and small enhancement projects.
c) Proactively monitor data pipelines and integrations, resolving issues and escalating risks as needed.
d) Continuously refine and enhance FP&A dashboards based on stakeholder feedback and evolving business requirements.

3. Data Integrity & Governance:
a) Develop data governance frameworks and guidelines, including data classification, data ownership, and data stewardship.
b) Provide implementation guidance on data quality initiatives, including establishing data quality standards, conducting data profiling, and defining data quality rules and metrics.
c) Ensure data security and privacy compliance by providing implementation guidance on appropriate access controls, data classification protocols, and data protection measures.
d) Define data sharing and collaboration across teams and departments, ensuring data access, usability, and proper data sharing agreements.
e) Provide guidance and training to business users and stakeholders on data governance best practices, policies, and procedures.
f) Stay updated on industry trends, standards, and regulatory requirements related to data governance and recommend appropriate modifications to existing policies and practices.
g) Drive robust validation and reconciliation practices between the FP&A system and upstream/downstream systems (e.g., ERP, data warehouse).
h) Oversee user provisioning, access controls, and security policies in line with IT governance.

4. Leadership & Collaboration:
a) Provide guidance and mentorship to team members and project contributors, helping to build internal capabilities in FP&A systems and data processes.
b) Collaborate cross-functionally with Finance, IT, Data Governance, and Security teams to align system priorities, resolve challenges, and drive improvements.
c) Act as a Finance systems subject matter expert (SME) during audits, compliance reviews, and internal control assessments.
d) Contribute to the development and delivery of cross-university financial insights, supporting cross-university initiatives.

Qualifications

  • Bachelor’s degree in Data Science, Computer Science, Information Management, Finance, Economics or a related field.
  • 6+ years of experience in financial data management, with a strong focus on data governance, data quality and system integration.
  • Demonstrated expertise in designing and implementing data governance frameworks, including data stewardship, classification, and access controls.
  • Experience maintaining data integrity across financial ecosystems, including reconciliation between source systems (e.g., ERP, data warehouses, FP&A platforms), and security principles.
  • Familiarity with enterprise financial systems; experience with SAP ERP and/or JEDOX is preferred, but equivalent system experience will be considered.
  • Proven ability to bridge technical and financial perspectives with clear communication.
  • Strong leadership and mentoring skills with experience guiding junior team members or direct reports.

This position is only open to Singaporeans and Permanent Residents.
