The AquaPolis Programme Office (APO) is looking for a highly motivated Admin and Finance Executive to join our dynamic, close-knit team driven by innovation, collaboration, and purpose. This is a unique opportunity to take the lead in shaping and streamlining administrative and financial systems that enable cross-institutional and industry research partnerships. As APO accelerates its efforts to establish Singapore’s iconic tropical marine aquaculture R&D programme, you’ll play a key role in supporting high-impact initiatives that contribute to national food security and regional innovation. With a strong pipeline of projects ahead, this role offers meaningful professional growth and the chance to make a tangible difference.

Responsibilities

a) Financial Management & Reporting:

  • Oversee financial operations for AquaPolis initiatives, including the AquaPolis R&D Programmes and the AquaTIC consortium.
  • Manage multi-institutional finance claims, prepare  quarterly submissions to the funding agency and monitor programme-wide expenses.
  • Develop and maintain detailed budgets and financial forecasts to ensure alignment with the programme work plan.
  • Track and process invoicing, membership fees , and renewals for AquaTIC.
  • Ensure proper budget allocation, expense tracking, and compliance with financial policies (including university finance policies and SFA funding guidelines).
  • Monitor financial risks and ensure adherence to internal controls and guidelines

b) Administrative and Procurement Support:

  • Establish and refine administrative structures and processes for AquaPolis projects across multiple institutions.
  • Support the Programme Office and NUS Principal Investigators in administrative and procurement matters for meetings, workshops and events.
  • Coordinate with Principal Investigators from different IHLs and Research Institutes on project operations, offering exposure to collaborative research ecosystems.

Qualifications

  • A bachelor’s degree in Finance, Accounting, Business, or a related field is required, along with 3 to 5 years of relevant experience in financial management.
  • Experience in an IHL (Institution of Higher Learning) environment, particularly in handling financial and administrative operations for collaborative research and development projects, would be useful.
  • Strong financial and analytical skills, with the ability to keep meticulous records, provide data-driven insights, and demonstrate problem-solving abilities.
  • Good organizational and project management skills, with experience managing multiple tasks and prioritizing in a fast-paced environment.
  • Good interpersonal and communication skills, with the ability to clearly present financial information to stakeholders, collaborators, and partners.
