About the Role
The Central Procurement Office is seeking a highly motivated and experienced individual to join our Business Partnering & Shared Services team. The successful candidate will collaborate with both external and internal stakeholders and ensure the success of the team in delivering a full spectrum of procurement activities to meet the dynamic needs of the businesses.
Job Description
- Foster and manage relationships and communications between users and procurement
- Perform procurement planning with departments
- Provide regular reporting of procurement performance and spend analysis
- Develop and deliver training programmes and procurement clinics for university staff on procurement policies, procedures, and best practices
- Develop and implement category-specific procurement strategies to optimise cost, quality, and supplier performance
- Analyse and identify potential consolidation opportunities under strategic buys to optimise procurement efficiencies
- Develop a sound supplier network, manage supplier relationships and contracts
- Provide end-to-end support and guide users on procurement policy, procedures and system
- Perform sourcing for General Goods and Services (GGS) category
- Administer quotation and tender processes and review procurement documents, ensuring adherence to university policy and procedures
- Participate in the evaluation of bids and conduct negotiations to ensure value for money, prepare recommendation reports, and facilitate the approval and award of bids in consultation with users
- Perform procurement transactions timely in NUS’ procurement system (i.e. publication, bid download, award, PO creation, goods receipt) to meet service levels
- Point of contact between users and other specialist departments such as Legal and Finance
- Identify opportunities to streamline procurement processes and improvements
- Any other duties assigned by Department or the University
Qualifications
- Degree in any field
- At least 5 years of procurement experience
- Good interpersonal, communication and time management skills
- Results oriented with a demonstrated commitment to teamwork
- Experience as a change agent in an organisation
- Familiar with e-procurement and ERP systems
- Proficient in Microsoft Office
