Job Description
The Finance Business Partner (FBP) supports the financial sustainability and strategic objectives of the School/College through robust financial planning, budgeting, forecasting, fund management, and business partnering. The role provides actionable financial insights to support operational and strategic decision-making, ensures strong financial governance, and drives process improvement in collaboration with stakeholders and central Finance.
Key Responsibilities
Budgeting, Planning & Monitoring
- Prepare annual budgets, periodic forecasts, and long-term financial projections.
- Evaluate current and future fiscal conditions and assess financial implications on strategic goals.
- Monitor departmental expenditures to ensure alignment with management directives and fiscal discipline.
- Provide scenario analysis and financial simulations to support planning and decision-making.
Fund & Resource Planning
- Plan, review, and optimize resource allocation to support operating and capital budget requirements.
- Monitor overall cash flow and liquidity position.
- Respond to unbudgeted operating or capital expenditure through resource reallocation and/or fund liquidation.
- Propose investment, redemption, and liquidation of funds where appropriate.
Financial & Management Reporting
- Prepare timely and accurate management reports to inform stakeholders at various levels.
- Liaise with NUS Office of Finance on accounting matters, quarterly reporting, balance sheet matters, and cash management.
- Translate financial data into clear insights to support effective decision-making by senior management.
Business Partnering & Stakeholder Engagement
- Act as a trusted finance partner to the Dean, department heads, and key stakeholders.
- Provide financial insights through regular engagement sessions to support financial sustainability.
- Advise stakeholders on finance-related policies, guidelines, and best practices.
- Support operational and strategic initiatives through financial advisory, modelling, and analysis.
Process Improvement and Productivity
- Identify opportunities for process reengineering and productivity gains to enhance efficiency and stakeholder satisfaction.
- Review and align finance-related operational processes with School-wide and University-wide best practices.
- Work closely with NUS Office of Finance on organizational excellence and transformation initiatives.
Financial Governance, Risk Management & Control
- Drive strong financial governance and risk management across financial processes.
- Ensure compliance with University policies, procedures, and internal controls.
- Follow up on internal and external audit findings and coordinate remediation actions with relevant teams.
Financial Modelling & Cost Accounting
- Perform financial modelling and data analytics on a project basis and make recommendations.
- Review assumptions, track progress, and assess outcomes against financial scenarios.
- Compute cost per student, programme, module, event, or other activities as required.
- Perform indirect cost allocation and support pricing and output projections.
Other Responsibilities
- Support accounting-related functions and reporting requirements as needed.
- Provide finance advice to internal customers on day-to-day execution matters.
- Liaise with other functional teams to contextualize financial and accounting information.
- Prepare and deliver presentations to management and stakeholders when required.
- Undertake ad-hoc duties as assigned.
Qualifications
- Minimum 8 to 10 years of relevant working experience; audit experience preferred.
- Experience in higher education, public sector, or government is an advantage.
- Strong analytical, problem-solving, and financial management/accounting skills.
- Excellent written and verbal communication skills; diplomatic and confident in stakeholder engagement.
- Proven ability to build strong relationships across various levels and functions.
- High proficiency in MS Excel, PowerPoint, and Word; SAP knowledge is an advantage.
- Ability to manage multiple priorities and stakeholders in a complex, diverse environment.
- Meticulous, resilient, and able to perform under pressure with tight deadlines.
- Strong team player who demonstrates flexibility, collaboration, and adaptability.
