Job Description
The successful candidate will manage and deliver housing asset and development projects - from planning and design through procurement, construction, and handover - ensuring safe, on-time, on-budget delivery that meets required quality and operational standards.
Key Responsibilities
1) Project Delivery
Manage assigned projects through the full lifecycle - planning, design, procurement, construction, testing and commissioning, handover, and close-out.
2) Project Monitoring & Risk Management
Track project progress, costs, risks, and key deliverables against plan; identify issues early and drive timely mitigation and recovery actions.
3) Stakeholder Coordination
Coordinate consultants, contractors, end users, and internal stakeholders to ensure project requirements, programme, budget, and quality objectives are met.
4) Procurement & Contract Administration
Administer procurement and contract matters - tender documentation, evaluations, variations, claims, and payment recommendations - in accordance with University policies and procedures.
5) Technical Review
Review design proposals, technical submissions, and method statements for compliance with project requirements, statutory regulations, and industry best practice.
6) Site Management
Oversee site coordination, inspections, testing, and defect rectification, maintaining proper documentation and records throughout.
7) Reporting
Prepare project reports, presentations, and approval papers to support management decision-making.
8) Additional Support
Contribute to other housing asset improvement, upgrading, and development initiatives as assigned.
Qualifications
- Degree in Architecture, Engineering, Building, Project Management, Quantity Surveying, or a related built environment discipline.
- At least 5 years of relevant project management experience in building development, upgrading, addition & alteration (A&A), or asset enhancement projects; experience in institutional, residential, or campus environments is advantageous.
- Sound knowledge of project planning, procurement, construction administration, and contract management, including cost, schedule, quality, and risk control.
- Able to manage multiple stakeholders, consultants, and contractors independently, and to handle concurrent projects effectively.
- Strong communication, coordination, problem-solving, and report-writing skills.
- Working knowledge of Singapore building regulations, statutory requirements, and workplace safety guidelines.
- Proficient in common office and project management software applications.
