The SingHealth Duke-NUS Global Health Institute (SDGHI) is an enabling platform for global health activities across the SingHealth Duke-NUS Academic Medical Centre (AMC). The Institute aims to address current and emerging health challenges across ASEAN member states and in other Asian countries. Working in collaboration with partners, SDGHI seeks to tackle prevalent health challenges, strengthen health systems and better insulate countries from pandemics and disease threats.
We are recruiting a Manager to provide support to the Administration and Finance team overseeing the administrative and operational needs of SDGHI and its enabling platforms, including the Centre for Outbreak Preparedness (COP) and similar centres and programmes, that in totality, advance the SDGHI mission and agenda.
The selected candidate will be expected to work collaboratively across functional departments at Duke-NUS Medical School and SingHealth, and with key internal and external stakeholders. The incumbent should ideally be comfortable working in a matrixed team and be ready to work in a fast-moving, fast-changing and dynamic environment. The responsibilities of the role are to:
- Manage the end-to-end administration and processing of contracts, research collaboration agreements, memoranda of understanding and sub-awards with external parties, ensuring levels of approvals are compliant with the University’s policies.
- Liaise with the research teams and the relevant functional teams within Duke-NUS to seek clearances and approvals to ensure compliance
- Manage and facilitate the application and receipt of grants and donations, and coordinating with the Finance team on grant utilisation and reporting matters
- Ensure compliance for external grant applications
- Oversee the management of pre- and post-grant administration, including those awarded by SDGHI and COP, and received by both units.
- Lead in the pilot grant review and evaluation process ensuring proper governance and compliance
- Perform other related duties incidental to the work therein or as assigned by the supervisor.
Qualifications
- Bachelor’s Degree in Business, Science, Social Sciences or other related disciplines.
- Minimum 6 years of relevant experience in reviewing and facilitating approvals for research-related agreements and contracts with 2 years in a managerial related role. Preference may be given to candidates who have experience in managing cross-country contracts/agreements and are familiar with basic legal frameworks.
- Prior experience working with institutions in low and middle income countries, preferably in Asia, would be advantageous.
- Demonstrated ability to interact and work with stakeholders and team members across various functions and levels in the organisation.
- Experience managing a lean team.
- Highly motivated individual and able to work independently in a fast-paced multidisciplinary setting with strong organisational and management skills.
