Job Overview

We are seeking an experienced and driven Payroll Team Lead with progressive experience in payroll and broader shared service operations. Reporting to Head of Finance Shared Service, the ideal candidate will not only bring deep operational expertise but also the leadership qualities required to manage teams, collaborate effectively with internal and external stakeholders, and drive continuous improvement and process optimization while maintaining robust internal controls.

Roles and Responsibilities

Leadership & Team Management

  • Lead a team of 12 to oversee and manage the end-to-end payroll processing cycle to ensure timely and accurate payments to all NUS employees
  • Develop a high performing team by providing guidance, development and growth opportunities

 

Controls, Compliance and Audit

  • Responsible for developing robust controls and processes for the payroll operations
  • Ensure compliance with regulatory obligations e.g. CPFB, MOM and IRAS
  • Manage internal and external audit and ensure that any gaps identified are resolved timely and effectively with the relevant stakeholders

 

Stakeholders Management

  • Build strong relationships across departments (administration offices, schools, faculties, etc.) and external vendors to ensure seamless execution of payroll and related processes
  • Drive service excellence and value-add solutions to the various stakeholders

 

Operations Excellence

  • Manage the accounting and reporting of payroll cost for NUS
  • Maintenance of payroll system, processes and operations manual
  • Identify and proactively drive continuous improvements initiatives to elevate payroll operations efficiency and effectiveness
  • Lead, participate and support the design and implementation of projects (systems/non-systems) as required

Qualifications

  • At least an Accountancy Degree or equivalent qualifications
  • Minimum 10 years of relevant experience in a similar job role, ideally handling large volumes of transactions
  • Experience in finance operations within shared services or other finance related functions are an advantage
  • Strong understanding of end-to-end payroll processing, statutory filings and regulatory reporting requirements
  • Hands-on Experience with SAP/ SuccessFactors Payroll System and managing payroll service lines
  • Demonstrated ability to lead teams and drive transformation projects that improve productivity
  • Strong verbal and written communication skills and the ability to articulate complex issues clearly
  • Solid project management skills and the ability to perform well under pressure
