Job Purpose
The Institute of Policy Studies (IPS) is a policy think-tank at the National University of Singapore. The Institute analyses public policy; faciliates connections among thought leaders; communicates its findings to a broad audience; and provides a platform for mature, open and insightful discussion on Singapore’s challenges, options and direction.
We are seeking to appoint a Senior Executive/Assistant Manager (Business Solutions) to support the management and optimisation of the the Institute's IT requirements and the implementation of technology solutions across its operations.
This successful candidate will be responsible for identifying opportunities, establishing objectives, implementing policies, and managing budgets, schedules, projects, websites. The role will also ensure the effective adoption and integration of technology across diverse units and stakeholders.
Job Description
- Manage the Institute’s annual Information Technology budget effectively, allocate resources efficiently, and identify cost-effective technology solutions.
- Develop project documentation such as project charters, business requirement documents, project schedules, work plans, project estimates and resource plans, engaging all relevant stakeholders and ensuring technical feasibility.
- Coordinate internal and external resources during project execution and serve as the primary liaison between NUS IT, vendor and Institute.
- Ensure all assigned projects are delivered on-time, within scope and within budget.
- Conduct comprehensive market surveys and research to identify innovative solutions for upgrading end-user technology and optimising digital marketing and other business solution technologies.
- Develop, enhance, and enforce standard operating procedures and guidelines for technology deployment and management processes to promote operational efficiency and consistency.
- Oversee day-to-day operations, including asset management, software license and equipment administration.
- Procure computing devices, accessories, software, audio-visual equipment, associated accessories, and services necessary for business operations, software licenses, annual maintenance renewals, ensuring compliance with quality standards, functionality requirements, and cost-effectiveness.
- Monitor and maintain optimal inventory levels of computing devices, accessories, and software licenses. Anticipate demand, coordinate with vendors for timely replenishment, and ensure accuracy of the asset list in compliance with internal policies and procedures.
- Establish and maintain an effective business continuity plan, conduct regular assessments, and implement measures to ensure seamless operations during disruptions.
- Perform risk management to minimise project risks and audit issues.
- Manage tenders, quotations and other procurement processes as well as external vendors.
- Collaborate with teams to design and develop solutions including proof of concept.
- Conduct technical feasibility studies and analyse requirement specifications for new developments and enhancements to business applications.
- Coordinate with the Institute's project teams to address IT related matters at the NUS level.
Qualifications
- Bachelor’s degree in Information Systems, Computer Science, or an equivalent field.
- A minimum of 5 years of relevant experience in web project management, stakeholder engagement, completion of at least two (2) Software Development Lifecycle cycles, Windows and Linux Server patching, security vulnerabilities remediation, as well as budgeting and procurement.
- At least 2 years of experience in a business analyst role, demonstrating a comprehensive understanding of business processes and requirements analysis. Knowledge of Java, Spring Framework, C#, ASP.NET, ASP.NET MVC, web programming, and integration tools such as HTML5, CSS3, JQuery, Bootstrap, Rest, JSON and XML would be an advantage.
- Proven expertise in technology integration, project management, or a related role, exhibiting strong problem-solving skills and the ability to manage complex challenges.
- Demonstrated ability to collaborate effectively with cross-functional teams and stakeholders from diverse backgrounds, leveraging strong communication and interpersonal skills.
- Multidisciplinary competencies, with the ability to comprehend and engage with various technology solutions, adapt to evolving trends, and bridge the gap between technical and non-technical stakeholders.
- Familiarity with emerging technologies and industry best practices.
